The Ministry of Public Works and Housing (MoPWH) is the government institution responsible for planning, developing, constructing, and maintaining Jordan’s public infrastructure while supporting the Kingdom’s housing sector and sustainable urban development. Established in 1952, the Ministry formulates and implements national policies related to roads, bridges, public buildings, government facilities, and housing projects. Headquartered in Amman, the Ministry works closely with government agencies, municipalities, engineering associations, contractors, consultants, international organizations, and the private sector to improve infrastructure quality, enhance transportation networks, and support Jordan’s economic and social development.
The Ministry oversees a broad range of responsibilities, including the design, construction, rehabilitation, and maintenance of highways, roads, bridges, tunnels, government buildings, schools, hospitals, courts, and other public facilities. It also develops national building codes and engineering specifications, supervises government construction projects, promotes affordable housing initiatives, supports disaster response and emergency infrastructure rehabilitation, and contributes to urban planning and sustainable development. Working closely with the Housing and Urban Development Corporation (HUDC) and other public institutions, the Ministry also plays a key role in implementing national housing policies and improving infrastructure resilience throughout the Kingdom.
As part of Jordan’s digital transformation strategy, the Ministry has expanded its electronic services, including contractor and engineering consultancy classification, tender announcements, project management systems, licensing and permit services, technical specifications, procurement platforms, and online public services. These digital initiatives have improved transparency, accelerated project implementation, enhanced governance, and increased the efficiency of public infrastructure management.
The Ministry is headed by H.E. Eng. Ahmad Maher Hamdi Abu Al-Samen, who serves as the Minister of Public Works and Housing. Eng. Abu Al-Samen has extensive experience in engineering, municipal administration, and public service. He previously served as Mayor of Greater Salt Municipality and has held several ministerial positions, including Minister of Municipal Affairs, Minister of Water and Irrigation, and Minister of Public Works and Housing. Under his leadership, the Ministry continues to modernize Jordan’s transportation infrastructure, improve public facilities, strengthen housing programs, and implement strategic projects aligned with Jordan’s Economic Modernization Vision.
