The Ministry of Local Administration (MoLA) is the government institution responsible for overseeing Jordan’s local governance system, supporting municipalities and governorate councils, promoting decentralized administration, and advancing balanced local development across the Kingdom. Established in its current form in 2020 (succeeding the former Ministry of Municipal Affairs), the Ministry formulates and implements national policies that strengthen local governance, improve municipal services, and empower local communities to participate in development and decision-making. Headquartered in Amman, the Ministry works closely with municipalities, governorate councils, joint services councils, government agencies, and development partners to enhance the quality of local services and improve the living standards of citizens throughout Jordan.
The Ministry oversees a broad range of responsibilities, including municipal governance, local development planning, supervision of municipalities and governorate councils, infrastructure development, municipal finance, urban and regional planning coordination, solid waste management, local investment projects, capacity building, and administrative oversight of local authorities. It also coordinates the implementation of development programs, monitors compliance with local administration legislation, supports strategic planning at the municipal level, and promotes citizen participation in local decision-making. Through its digital transformation initiatives, the Ministry has expanded electronic services, open data platforms, online municipal services, and digital communication channels to improve transparency, efficiency, and service delivery.
The Ministry is headed by H.E. Eng. Walid Al Masri, who has served as the Minister of Local Administration since 18 September 2024. Eng. Al Masri is an experienced engineer and public administrator with extensive expertise in municipal affairs, infrastructure development, urban planning, and local governance. Under his leadership, the Ministry continues to strengthen decentralization, modernize municipal administration, improve local services, enhance financial sustainability, expand digital transformation initiatives, and support the objectives of Jordan’s Economic Modernization Vision through comprehensive local development programs.
Today, the Ministry of Local Administration plays a vital role in Jordan’s sustainable development by strengthening local governance, improving municipal infrastructure and public services, supporting balanced regional development, and empowering local communities. Through sound policies, institutional modernization, strategic partnerships, and digital innovation, the Ministry contributes significantly to economic growth, environmental sustainability, citizen participation, and the long-term prosperity of the Hashemite Kingdom of Jordan.
