The Ministry of Digital Economy and Entrepreneurship (MoDEE) is the government institution responsible for leading Jordan’s digital transformation, advancing the information and communications technology (ICT) sector, expanding e-government services, strengthening cybersecurity, and fostering innovation and entrepreneurship. Established in its current form in 2019 (building on the former Ministry of Information and Communications Technology), the Ministry develops national policies and strategies that accelerate Jordan’s transition to a knowledge-based digital economy. Headquartered in Amman, the Ministry works closely with government agencies, the private sector, startups, universities, investors, and international partners to enhance digital infrastructure, improve public services, and position Jordan as a regional technology and innovation hub.

The Ministry oversees a wide range of responsibilities, including digital government transformation, ICT policy and regulation, digital identity, cloud computing, artificial intelligence, cybersecurity, data governance, broadband infrastructure, entrepreneurship, startup ecosystem development, digital skills, innovation, and emerging technologies. It also supervises national digital initiatives such as electronic government services, digital payments, smart government platforms, open data, and programs that support technology companies and entrepreneurs. Through collaboration with local and international organizations, the Ministry promotes digital inclusion, encourages investment in the ICT sector, and supports Jordan’s Economic Modernization Vision.

The Ministry is headed by H.E. Eng. Sami Issa Eid Smeirat, who has served as Minister of Digital Economy and Entrepreneurship since 18 September 2024. Before joining the government, Eng. Smeirat held several executive leadership positions in Jordan’s telecommunications and technology sector, including Deputy CEO and Chief Enterprise Officer at Orange Jordan, CEO of Orange Internet Jordan, and Chairman and Board Member of several leading companies and institutions. He holds a Bachelor’s degree in Electrical Engineering from the University of Jordan, a Master’s degree in Communications Engineering, and an MBA from the New York Institute of Technology (NYIT). Under his leadership, the Ministry continues to accelerate digital transformation, strengthen Jordan’s innovation ecosystem, and expand digital government services across the Kingdom.

Today, the Ministry of Digital Economy and Entrepreneurship plays a pivotal role in shaping Jordan’s digital future by modernizing government services, supporting entrepreneurship, attracting technology investment, developing digital talent, and driving innovation. Through advanced digital infrastructure, strategic partnerships, and continuous technological development, the Ministry contributes significantly to economic growth, public sector modernization, digital inclusion, and the competitiveness of Jordan’s digital economy.
