The Ministry of Finance (MoF) is the government institution responsible for managing Jordan’s public finances, formulating fiscal policy, preparing the national budget, overseeing government revenues and expenditures, managing public debt, and ensuring the efficient use of public resources. Established in 1921, the Ministry plays a central role in supporting Jordan’s economic stability, sustainable development, and fiscal governance. Headquartered in Amman, the Ministry works closely with government institutions, public sector entities, international financial organizations, investors, and development partners to strengthen the Kingdom’s financial management, improve public services, and promote long-term economic growth.
The Ministry oversees a broad range of responsibilities, including the preparation and execution of the General State Budget, fiscal planning, treasury management, public debt management, government accounting, financial reporting, tax policy coordination, customs policy, public procurement oversight, financial legislation, and economic analysis. It also supervises and coordinates with several key government entities, including the Income and Sales Tax Department (ISTD), Jordan Customs, the Government Procurement Department, and other financial institutions operating under its jurisdiction. Through sound fiscal policies and financial reforms, the Ministry works to maintain macroeconomic stability, improve government efficiency, and support investment and economic competitiveness.
As part of Jordan’s digital transformation strategy, the Ministry of Finance has expanded its electronic financial services, including digital payment platforms, electronic budget management systems, government financial information systems, public debt reporting, online financial services, and integration with Jordan’s e-Government platforms. These initiatives have enhanced transparency, strengthened financial governance, improved service delivery, and increased the efficiency of public financial management.
The Ministry is headed by H.E. Dr. Abdel Hakim Shibli, who serves as the Minister of Finance. Dr. Shibli is an experienced economist and financial expert with extensive experience in fiscal policy, economic planning, banking, and public finance. Under his leadership, the Ministry continues to implement fiscal reforms, strengthen public financial management, modernize government financial systems, enhance revenue administration, improve expenditure efficiency, and support the objectives of Jordan’s Economic Modernization Vision. The Ministry works closely with the Central Bank of Jordan, the International Monetary Fund (IMF), the World Bank, regional financial institutions, and international development partners to promote sustainable economic growth and fiscal stability.
Today, the Ministry of Finance plays a fundamental role in Jordan’s economic development by ensuring sound fiscal management, maintaining financial stability, supporting sustainable public investment, and enhancing confidence in the Kingdom’s economy. Through prudent financial policies, digital transformation, transparency, and international cooperation, the Ministry contributes significantly to economic resilience, responsible governance, investment attraction, and the long-term prosperity of the Hashemite Kingdom of Jordan.
