The Ministry of Planning and International Cooperation (MoPIC) is the government institution responsible for leading Jordan’s national development planning, coordinating international cooperation, mobilizing foreign assistance, and supporting the implementation of the Kingdom’s economic and social development priorities. Established in 1955, the Ministry formulates national development strategies, prepares medium- and long-term development plans, and coordinates grants, concessional loans, and technical assistance from bilateral and multilateral development partners. Headquartered in Amman, the Ministry works closely with government institutions, international organizations, donor agencies, development banks, civil society, and the private sector to promote sustainable economic growth, improve public services, and enhance the quality of life for all Jordanians.
The Ministry oversees a broad range of responsibilities, including national development planning, economic policy coordination, public investment programming, international cooperation, foreign aid management, project financing, Sustainable Development Goals (SDGs) implementation, regional development, public sector reform coordination, and monitoring the implementation of Jordan’s Economic Modernization Vision. It serves as the Kingdom’s primary focal point for coordinating development assistance from international financial institutions, donor countries, United Nations agencies, regional development funds, and international organizations. The Ministry also manages cooperation programs with strategic partners such as the European Union, World Bank, International Monetary Fund (IMF), United Nations, and numerous bilateral development agencies. Through its digital transformation initiatives, the Ministry has expanded electronic services, development information systems, aid management platforms, project monitoring tools, and open data services to improve transparency and coordination.
The Ministry is headed by H.E. Zeina Toukan, who serves as the Minister of Planning and International Cooperation. She was appointed Minister on 27 October 2022 after previously serving as Advisor for Economic Affairs at the Royal Hashemite Court, Secretary General of the Ministry, and Director of International Cooperation. Ms. Toukan holds a Master’s degree in Development Economics from the School of Oriental and African Studies (SOAS), University of London, and a Bachelor’s degree in Economics from the American University in Cairo. With more than two decades of experience in development economics, international cooperation, foreign aid coordination, and economic policy, she leads the Ministry’s efforts to strengthen Jordan’s partnerships with international donors, attract development financing, and implement strategic national development programs.
Today, the Ministry of Planning and International Cooperation plays a pivotal role in Jordan’s economic and social development by coordinating national planning, mobilizing international financial and technical support, promoting sustainable development, and strengthening partnerships with the global development community. Through strategic planning, effective aid coordination, digital transformation, and international cooperation, the Ministry contributes significantly to infrastructure development, public sector modernization, investment promotion, economic resilience, and the long-term prosperity of the Hashemite Kingdom of Jordan.
