The Ministry of Water and Irrigation (MWI) is the government institution responsible for managing, developing, and protecting Jordan’s water resources while ensuring the sustainable supply of water and wastewater services across the Kingdom. Established in 1988, the Ministry formulates and implements national water policies, strategies, and legislation aimed at addressing Jordan’s water scarcity, enhancing water security, and supporting sustainable development. The Ministry oversees a broad range of responsibilities, including water resource planning, groundwater and surface water management, dam development, desalination projects, wastewater collection and treatment, water quality monitoring, irrigation policies, climate resilience, water conservation, and integrated water resources management. It also supervises Jordan’s major water institutions, including the Water Authority of Jordan (WAJ), responsible for water and wastewater services, and the Jordan Valley Authority (JVA), which manages irrigation systems, water resources, and agricultural development in the Jordan Valley. The Ministry also leads strategic national projects such as the National Water Carrier Project, wastewater reuse initiatives, and programs aimed at reducing water losses and improving network efficiency.
As part of Jordan’s digital transformation strategy, the Ministry has expanded its electronic services, including online licensing, water information systems, digital project management, electronic procurement, customer services, and integrated e-government platforms. These initiatives improve transparency, operational efficiency, infrastructure management, and decision-making while supporting sustainable water governance.
The Ministry is headed by H.E. Eng. Raed Abu Al-Saud, who serves as the Minister of Water and Irrigation. Eng. Abu Al-Saud is an experienced engineer and water sector leader with extensive expertise in water resources management, infrastructure development, and environmental sustainability. Under his leadership, the Ministry continues to strengthen Jordan’s water security, implement strategic desalination and water transfer projects, modernize water and wastewater infrastructure, expand wastewater reuse, improve irrigation efficiency, and support the objectives of Jordan’s Economic Modernization Vision. The Ministry works closely with international financial institutions, donor agencies, regional organizations, and development partners to secure investment and adopt global best practices in water management.
Today, the Ministry of Water and Irrigation plays a critical role in Jordan’s sustainable development by protecting one of the country’s most valuable natural resources. Through integrated water resource management, strategic infrastructure investments, digital transformation, international cooperation, and innovative water solutions, the Ministry contributes significantly to public health, food security, environmental sustainability, economic resilience, and the long-term prosperity of the Hashemite Kingdom of Jordan.
