The Ministry of Justice (MoJ) is the government institution responsible for supporting and developing Jordan’s judicial system, promoting the rule of law, and ensuring equal access to justice for all. Established in 1921, the Ministry plays a central role in strengthening judicial independence, improving court services, modernizing legal procedures, and enhancing confidence in the justice system. Headquartered in Amman, the Ministry works closely with the Judicial Council, courts of all levels, the Jordanian Bar Association, law enforcement agencies, and other government institutions to ensure the efficient administration of justice and the effective implementation of national legislation.
The Ministry oversees a wide range of responsibilities, including court administration, judicial support services, legal reform, civil and criminal justice policies, judicial inspection, mediation and alternative dispute resolution, legal aid, enforcement of judgments, international judicial cooperation, human rights coordination, and legislative development. It also manages court infrastructure, judicial digital transformation, training programs, and cooperation with regional and international legal organizations. Through its electronic services, the Ministry has introduced online case inquiries, electronic filing systems, digital court services, document authentication, remote litigation support, and other e-government services aimed at improving efficiency, transparency, and public access to justice.
The Ministry is headed by H.E. Dr. Bassam Samir Al-Talhouni, who serves as the Minister of Justice. Dr. Al-Talhouni holds a Ph.D. in Law from the University of Edinburgh (United Kingdom), as well as bachelor’s and master’s degrees in law from the University of Jordan. A practicing lawyer since 1991, he has held numerous senior positions throughout his career, including Minister of Justice (2013–2016 and again from 2024), Senator, Director General of the Companies Control Department, and Chairman of the Board of Trustees of Al Hussein Technical University. Under his leadership, the Ministry continues to advance judicial modernization, improve litigation procedures, expand digital justice services, strengthen judicial independence, and implement reforms aligned with Jordan’s Economic Modernization Vision.
Today, the Ministry of Justice plays a fundamental role in safeguarding justice, protecting rights and freedoms, and upholding the rule of law in the Hashemite Kingdom of Jordan. Through continuous legal reform, judicial modernization, digital transformation, and international cooperation, the Ministry contributes significantly to strengthening public confidence in the justice system, improving the business and investment environment, protecting human rights, and supporting sustainable national development.
