Ministry of Higher Education and Scientific Research

The Ministry of Higher Education and Scientific Research (MoHESR) is the government institution responsible for developing, regulating, and advancing Jordan’s higher education system and scientific research sector. Established in 1985, the Ministry formulates national policies and strategies that promote academic excellence, innovation, research, and international competitiveness while ensuring access to high-quality higher education. Headquartered in Amman, the Ministry supervises Jordan’s public and private universities, community colleges, scholarship programs, and research institutions, working closely with academic, governmental, and international partners to prepare graduates capable of meeting the demands of the modern knowledge economy. The Ministry oversees a comprehensive range of responsibilities, including higher education policy, university licensing and governance, accreditation coordination, scholarship administration, student admissions, academic recognition of local and foreign qualifications, scientific research funding, innovation, international academic cooperation, and quality assurance. It also coordinates with the Higher Education Council, the Higher Education Accreditation and Quality Assurance Commission (HEAC), universities, research centers, and international organizations to strengthen Jordan’s higher education system and enhance its global standing. Through its digital transformation initiatives, the Ministry has introduced electronic admission systems, online scholarship services, degree equivalency applications, student information platforms, and a variety of e-government services for students and academic institutions. The Ministry is headed by H.E. Dr. Azmi Mahafzah, who serves as the Minister of Higher Education and Scientific Research and Minister of Education. Dr. Mahafzah is a distinguished academic and former university president with extensive experience in higher education leadership, educational policy, and scientific research. Under his leadership, the Ministry continues to strengthen university education, expand scientific research and innovation, enhance international academic partnerships, modernize higher education programs, support digital learning, and align academic outcomes with the objectives of Jordan’s Economic Modernization Vision and labor market needs.
