The Ministry of Energy and Mineral Resources (MEMR) is the government institution responsible for developing and implementing Jordan’s national energy and mineral resources policies. Established in 1984, the Ministry leads the Kingdom’s efforts to ensure a secure, reliable, and sustainable energy supply while promoting investment in the energy and mining sectors. Headquartered in Amman, the Ministry works closely with government agencies, energy companies, investors, regulatory authorities, and international organizations to strengthen Jordan’s energy security, diversify energy sources, expand renewable energy, and support sustainable economic growth. The Ministry oversees a broad range of responsibilities, including energy planning and policy development, electricity and renewable energy, oil and natural gas exploration, petroleum products, mining and mineral resources, energy efficiency, nuclear energy coordination, strategic fuel reserves, and investment promotion in the energy sector. It also supervises the exploration and development of Jordan’s natural resources such as phosphate, potash, silica sand, copper, uranium, oil shale, and other minerals, while encouraging public-private partnerships and supporting scientific research and innovation in the energy industry. Through its digital transformation initiatives, the Ministry has expanded electronic services for licensing, permits, geological information, investment opportunities, and public access to energy-related information.
The Ministry is headed by H.E. Dr. Saleh Ali Al-Kharabsheh, who serves as the Minister of Energy and Mineral Resources. Dr. Al-Kharabsheh is an experienced energy expert and academic specializing in energy economics, renewable energy, and natural resource management. Under his leadership, the Ministry continues to advance Jordan’s transition toward clean energy, strengthen regional energy cooperation, expand renewable energy projects, develop hydrogen and green energy initiatives, improve energy efficiency, and enhance investment in the Kingdom’s mineral resources. The Ministry works closely with the Energy and Minerals Regulatory Commission (EMRC), the National Electric Power Company (NEPCO), international financial institutions, and regional and global energy organizations to modernize Jordan’s energy sector.
Today, the Ministry of Energy and Mineral Resources plays a vital role in supporting Jordan’s economic development by ensuring energy security, encouraging investment, diversifying energy sources, promoting renewable energy and energy efficiency, and developing the Kingdom’s mineral wealth. Through sustainable policies, technological innovation, and international cooperation, the Ministry contributes significantly to economic competitiveness, environmental sustainability, energy independence, and the long-term prosperity of the Hashemite Kingdom of Jordan.
