Greater Amman Municipality
The Greater Amman Municipality (GAM) is the local government authority responsible for managing, planning, and developing Jordan's capital city, Amman. As the Kingdom's largest municipality, GAM is responsible for providing essential municipal services, improving infrastructure, promoting sustainable urban development, protecting the environment, and enhancing the quality of life for more than 4 million residents across an area of approximately 800 km². Operating with financial and administrative independence under the Greater Amman Municipality Law No. (18) of 2021, the Municipality is governed by a Municipal Council composed of elected and appointed members and is led by the Mayor of Amman.
The Municipality's history dates back to 1909, when Amman's first municipal council was established while the city had only about 2,000 inhabitants. In 1950, it became the Capital Municipality (Amanat Al Asimah) following the rapid growth of Amman, and in 1987, the Greater Amman Municipality was officially established to oversee the expanding metropolitan area. Today, GAM is organized into 22 administrative districts and several specialized sectors, including public works, planning and economic development, health and agriculture, districts and environment, finance and administration, and community development, enabling it to deliver a wide range of municipal services efficiently.
GAM provides more than 130 public services covering nearly every aspect of city life, including urban planning and zoning, building permits, road construction and maintenance, traffic engineering, public transportation planning, parks and green spaces, waste collection, street cleaning, environmental protection, public health inspections, markets, licensing, investment services, emergency response, community programs, and smart city initiatives. The Municipality also preserves Amman's cultural heritage while supporting innovation, digital transformation, sustainability, and economic development through partnerships with the public and private sectors.
The Municipality is headed by H.E. Dr. Yousef Al Shawarbeh, who serves as the Mayor of Amman. Under his leadership, GAM has focused on implementing its strategic vision of transforming Amman into a resilient, modern, smart, and sustainable city while preserving its unique heritage and identity. Major priorities include expanding public transportation, improving urban mobility, enhancing environmental sustainability, increasing digital municipal services, encouraging community participation, and strengthening the city's infrastructure to meet the needs of its growing population.
Today, the Greater Amman Municipality plays a central role in Jordan's urban development by balancing economic growth with environmental responsibility and cultural preservation. Through continuous investment in infrastructure, smart technologies, public services, and community development, GAM remains committed to making Amman one of the region's most livable, sustainable, and investment-friendly capital cities.
